One year after the events of Captain America: The First Avenger,[2] Agent Peggy Carter is now a member of the Strategic Scientific Reserve (SSR). She faces sexism from her boss, Agent John Flynn, who treats her condescendingly and keeps her compiling data and code breaking while assigning field cases to the male agents. The SSR's main concern is the mysterious Zodiac, which they have been unable to recover for some time.

One night alone in the office while the men are out together, Carter answers the case line to hear of the location of the Zodiac. Though three to five agents are recommended, Carter decides to go to the location herself. Fighting off multiple guards, Carter is able to retrieve the Zodiac, a mysterious serum, herself. The next day, Flynn reprimands her for not going through the proper procedures to complete the mission, and dismisses the indignant Carter as just an "old flame" of Captain America's who was given her current job out of pity for her bereavement. However, before he can officially punish her, the case line rings again, this time with Howard Stark on the other end, who informs Flynn that Carter will co-head the newly created S.H.I.E.L.D.
Hayley Atwell reprises her role of Peggy Carter from the film series and One-Shot, with James D'Arcy, Chad Michael Murray, and Enver Gjokaj also starring; they are joined by Shea Whigham for the first season. In the series, Carter must balance life as a secret agent with that of a single woman in 1940s America. Development on a series inspired by the short film had begun by September 2013, with Atwell's involvement confirmed in January 2014. That May, ABC ordered the show straight to series. After the loss of Captain America, Peggy finds herself in the US, working for an organization that doesn't value her as a field agent thanks to post-war sexism. In the Marvel One-Shot short that appeared on the "Iron Man 3" Blu-ray, she's stuck doing "boring" data analysis and decryption; in the TV show, there's more emphasis on filing and phones.
The Marvel Cinematic Universe's short-lived series followed the adventures of Peggy Carter as she adjusted to life in an America after the "war to end all wars" and losing Steve Rogers. Of course, Captain America: Civil War reveals to the MCU's audience that Peggy's niece Sharon shares her last name. Presumably, Sharon is related to Peggy through Michael, leaving the audience wondering just what happened to him.
Consequently, Agent Carter is not about a superhero finding themselves; it's about a secret agent doing her job. What she does and the mysteries she confronts feel like they exist in her own world, her own pocket of the universe. And most refreshingly, that pocket isn't determined by Marvel's other properties or the company's endgame plan to make every property tie together.
Showrunners Tara Butters, Michele Fazekas, and Chris Dingess then used the blueprints of the film and the subsequent Marvel One-Shot "Agent Carter" to develop a complex, layered story that took every advantage of the extended running time afforded by serialized television to thoughtfully explore not only Peggy as a person, including her lingering grief over Cap's demise, but also the challenges and triumphs she experienced during her career as the first female agent of the Strategic Scientific Reserve (S.S.R.). In the writers' hands and with eight 40-minute episodes at their disposal (18 if you include the 10-episode second season), Peggy became a fully developed, competent woman who excelled in a world dominated by inferior men. And she did so outside of the context of her relationship with Captain America, erasing any lingering doubt that she might have just been a really exceptional, charming, and intelligent love interest.
